Position Overview

Responsible for the delivery of FM services (hard and soft) and the allocated delivery team and supply chain dedicated to the designated cluster which includes planned operations, reactive works and established and ad-hoc services. The Deputy Facility Manager is responsible for the performance of FM services that are allocated to his/her portfolio and being delivered across the scope of facilities within the defined locations. This position’s responsibility is also to act as permanent back-up from the Facility Manager – Post Holder Paris.
Preference will be given to candidates already based in Paris or close by.

Responsibilities

The Deputy FM has a key role within the Operations team in making sure that the Management and Delivery of the FM Services are in line with the contractual requirements, ensuring that KPI’s are adhered to, as well as assisting in meeting all obligations to the client as outlined in the site specific schedule of works.

Programme Management

  • Deputy Manager to the FM France Manager serving as back-up and sparring partner;
  • Responsible for daily FM operations in Bordeaux, Lyon, Strasbourg and Marseille;
  • Soft Services contract management and contractor liaison;
  • Operationally responsible for the QHSE File input;
  • Responsible for the delivery of planned, reactive, M&E, Soft FM and building fabric works;
  • Responsible for established soft services and all other reactive and ad-hoc services;
  • Planning and co-ordination of all works/services with Service teams and supply chain;
  • Support of incidental works and other new works programmes;
  • Ensure that information held on MIS is accurate and timely.

Employee Management

  • Management of the allocated delivery team, including recruitment, selection and development of staff;
  • Ensure staff are trained to carry out works safely, efficiently and to standard.

Networking

  • Liaison with Client representatives and customer;
  • Co-ordinate all operations with service teams, central helpdesk team, Management and supply chain.

Performance Management

  • Produce performance measures to demonstrate satisfactory service delivery, performance against KPI’s and SLA’s;
  • Use of MIS to manage all aspects of service delivery against contractual performance indicators.

Quality Management

  • Undertake quality audit of works in progress and completed;
  • Undertake quality audit of all established services;
  • Support the Continuous Improvement programme and identify issues to drive forward contract development.

Compliance and Fraud

  • Fraud Awareness;
  • Responsible for ensuring compliance with relevant legislation, Health and Safety, Quality Assurance & Environment.

Supply Chain

  • Liaise, audit and manage the Soft Service Supply Chain;
  • Regular review of supply chain partners ensuring that service needs are achieved.

What we are looking for

TECHNICAL COMPETENCIES:

  • Significant experience of budget management and commercial awareness;
  • IT literate in MS Office and systems management software;
  • Project Management experience in dealing with sub-contractors and supply chain;
  • Responsibility in managing policies and systems such as H&S, QA, environmental and corporate while complying with current and appropriate legislations and standards;
  • Able to co-ordinate and manage planned and reactive services end-to-end;
  • Collation of service data, detailed reporting and performance analysis;
  • Experience in the management of FM services across a divers multi-site portfolio of facilities;
  • Successful in People Management;
  • Detailed understanding of Asset Management information system;
  • Management of diverse delivery systems;
  • Holder of a full and valid driving licence;
  • Valid formal H&S qualification e.g. IOSH.

Additional Information

HOURS: from 08:30 – 17:00 – total PW – 37.5 hrs
REPORTS TO: Facilities Manager France – Post Holder Paris
SECURITY CLEARANCE: Local and Confidential Clearance
